In 1787, 55 delegates met in Philadelphia to write the Constitution. They argued for months over how states should be represented. Large states wanted seats based on population, and small states wanted equal seats. The answer, called the Great Compromise, gave each state 2 senators and a number of representatives based on its population. The Constitution needed 9 of the 13 states to approve it, and New Hampshire became the 9th in June 1788.
